About Dr. P. M. Nair
M.A., LL.B., PhD, IPS (Retd.) — Chairperson, Centre of Excellence and Centre of Research and Learning (CORAL) on Human Trafficking, Indian Police Foundation
Dr P.M. Nair is a distinguished retired Indian Police Service (IPS) officer (1978 batch) with over 35 years of exemplary service in public administration, national security, criminal investigation, disaster management, and human rights. He retired as the Director General of the National Disaster Response Force (NDRF) and Director General of Home Guards, Civil Defence and Fire Services, Government of India.
During his decade-long tenure with the Central Bureau of Investigation (CBI), he investigated several landmark cases, including the Rajiv Gandhi assassination, the Bofors case, the Mumbai serial blasts, the Purulia Arms Drop case, and the ISRO espionage case.
Internationally recognised as a leading authority on combating human trafficking, Dr Nair has served as Project Coordinator on Anti-Human Trafficking with the United Nations Office on Drugs and Crime (UNODC), Principal Researcher and Nodal Officer at the National Human Rights Commission (NHRC), and Tata Chair Professor at the Tata Institute of Social Sciences (TISS), Mumbai. He has played a pioneering role in developing institutional responses to trafficking, rescuing and rehabilitating thousands of victims, and training over 50,000 stakeholders.
A prolific scholar and public policy expert, Dr Nair has authored 18 books and over 50 research publications. He is a recipient of the President's Police Medal for Distinguished Service and the Police Medal for Meritorious Service. He currently serves as Chairperson of CORAL at the Indian Police Foundation, continuing his lifelong commitment to human rights, anti-trafficking initiatives, and institutional capacity building.
At Cosmo IAS Civil Services Academy, Dr Nair guides the Academy as a Patron and personally teaches Sociology.
